Highland Community Builders (HCB) is committed to building dynamic communities and improving the quality of life for individuals and families through a wide range of targeted, impactful programs and services. Our efforts focus on key areas, including workforce training & development, community-building supportive services, help with housing from homelessness to homeownership, and guidance for financial security and self-sufficiency.
Workforce Development
We support workforce education, training, and skills development for those looking to enhance their employment opportunities.
Our workforce-building initiatives include:
- STRIVE WV: Workforce training focused on developing job-ready skills.
- GED Program: Educational support to help individuals earn their GED.
- Career Workshops: Designed to improve job readiness and career advancement.
- YouthBuild Northcentral West Virginia: Empowering young adults through hands-on construction, healthcare training, education, and community service.
- Digital Inclusion Workshops: Providing access to and training in the effective use of digital technologies.
Community-Building Support
Through RCHA and the HomeOwnership Center, we offer comprehensive programs that help low- and moderate-income individuals achieve self-sufficiency.
Our community-building support includes:
- Family Self-Sufficiency (FSS) Program: Supporting families in achieving economic independence through personalized goal-setting, education, and job training through RCHA.
- Supportive Services: Providing case management, budgeting assistance, employment support, and life skills training to help individuals maintain stable housing and work toward long-term self-sufficiency through RCHA.
Homeless to Home ownership
We provide a pathway from homelessness and insecure housing to safe, high-quality, and affordable homes, with the possibility of homeownership for those who aspire to it.
Our housing-related support includes:
- Assisting those experiencing homelessness or in need of housing support, including rapid rehousing services to help people quickly transition from homelessness to permanent housing with temporary rent assistance and support services. These programs are available through the Randolph County Housing Authority (RCHA).
- Apartment rentals in Barbour, Randolph, and Tucker counties of West Virginia through HCB Property Management.
- Affordable home sites in the Highland Meadows community of Elkins, West Virginia.
Financial Management
We focus on fostering financial self-sufficiency within our community. Our programs empower individuals to gain the skills and resources needed to achieve lasting economic independence.
To promote self-sufficiency, we offer financial management programs, including:
- Homebuyer Education & Credit Counseling Programs through the HomeOwnership Center in Elkins, West Virginia.
- Financial Opportunity Center (Planned Offering): This center will provide tailored financial coaching, credit counseling, and budgeting assistance to help individuals achieve long-term financial stability.
- Financial Management Workshops: Offering practical guidance on managing finances, improving credit, and building savings.
